JPAC NHS
The Joint United Kingdom Blood Transfusion and Tissue Transplantation Services Professional Advisory Committee (JPAC) was created in 1987 and saw the beginning of closer collaboration between Blood centres across the whole of the UK.
The purpose of this website when first launched in 2002 was to be a vehicle of publishing the various JPAC publications. This initial core function was soon extended to other aspects of the UK transfusion and Transplantation activities.
Re-launched in April 2104 using technology, consultancy, support and content management with Targeted Information Systems Limited, the site is now servicing around 10,000 users per month who are requesting over half a million pages per year.
The site is used by clinicians, scientists and other healthcare professionals across the UK and abroad both from Blood Services and hospitals.
Caroline Smith, Joint UKBTS Professional Advisory Committee (JPAC) Manager said: The main purpose of JPAC and its website is to provide professional advice and guidelines for the four UK Blood Transfusion Services, including the Guidelines for the Blood Transfusion Services in the United Kingdom (Red Book), the Handbook of Transfusion Medicine, the Donor Selection Guidelines (Blood, Tissues and Cells) and the Geographical Disease Risk Index for donor selection. All these guidelines take account of the relevant European Union Directives and resulting UK regulations. Through the website this information is available nationally and internationally to practitioners and the public.
Each of the 4 UK Blood Services have their own individual needs and links to the site as they have different IT systems. That had to be built into the site and the system Targeted have built for us is simplifying this process and allowing all the blood services access to update the site.”

JPAC has two distinct remits:
- To prepare detailed service guidelines for the United Kingdom Blood Transfusion Services.
- To be an Advisory Committee to the United Kingdom Blood Transfusion Services, normally by reporting to the Medical Directors of the individual Services who are themselves individually accountable to the Chief Executives of the Services. Decisions on policy and implementation would be vested in the individual Chief Executives and their Service boards and, where appropriate, their respective Health Departments.
